Going into the closet where the cable box is to turn it on with the cable remote, works. So I don't believe it is the TV interfering like I originally thought. This would be easier to resolve if the receiver also could not controlled using it's remote via IR receiver as is the case with the Cable Box and the DVD player.
It any of the above detail sparks any other thoughts, I'd appreciate it greatly. Still working on it. Maybe it's time for new batteries in the remotes? Honestly, I'm running out of ideas.
If the runs are too long you can get enough voltage drop to cause issues like the emitter LED not being bright enough. You should also be using the IR flasher input on the back panel of your equipment, if at all possible.
The receiver should at least have one. Putting black electrical tape over the back of the IR emitters should help as well. You put a flashlight over the front panels to make sure you're right over the IR receiver? They're frequently off-center and you may need a strong flashlight to see where it's actually located. I will attempt to replace the batteries in the remotes as it has been quite a while. I'd crap myself if that were the problem. I appreciate your feedback and willingness to help.
The emitter LED's are all lit fairly brightly. Not familiar with that. I tried the blue pain tape covering the LED's of the emitters but on the front, not the back. I have verified previously the IR receiver location on each device and place the emitter LED over it.
Thanks for looking at this. This is totally normal by-design behavior. The repeater block is just that It has no idea of IR protocols it's carrying or what they're for.
